I have submitted my B.E., certificates for attestation in Ministory of Human Resource and Development in Chennai secretarite. Really i have amazed by their poor response and serice to the citizens.To verify the status you need to go all the way to secretarite everyday and refer the one scrape note book ( They call it as register). Even if you go there daily the services they will treat you like a slave. After waiting for a whole day, the response you will get is "Come later" or "Come in Next week"... Manytimes..
The procedure involved in this certicate attestation is much simpler, After getting our certificate they will send the certificaes to the corresponding University we stuidied for verification ( Universities are doing their duty very well, even they will give proper response via Enquiry Dept...Except some University) After the verification they have to put a "STAR SEAL" on the back side of the certificate to specify that your certificate is original".
How long these process will take ????? any guess ? nearly a month.For some people more than that..
Some people are coming to Secretarite by keeping their important works beside, leaving their newborn child to someone, many old people are standing in the queue in hours and returning home with full of Disappointments and Curse on the Govt. Servents.
We all know that India earns lot of money through NRIs, But for getting Visas and Other works related to Visa is still a nightmare in India.. When this shameful things will Chnage.. ? Incredible India.. Especially Govt. Offices will never let India to be superb power

Attestation of certificates For Overseas
since many of my friends are going aborad for employment/resident permit, i thought it will be very useful if I explain how to get your marriage certificate or birth certificate attested. you can get legalized your marriage/birth certificate only if it is been issued either by the municipality, panchayath or corporation or any other govt. officials. certificates issued by religious organizations cannot be attested.
There are many third parties who will do this for you if you have money to pay for. In my case i approached some agents and there were asking about Rs.2000/- to Rs.4500/- per document and i found this is really big amout and you have to wait the same amount of time if you do it by yourself ( only adv. is that you can avoid travelling)
Now to do this you ( or you can send some one with an authorization letter from you please remember to sign it) have to travel to the Home Attestation Department in The Secretariat at Thiruvananthapuram (you can ask the police men in front of the gate and they will guide you) with the Original, three copies of both sides of the original and Rs.10/- Court Fee stamp for each document you want to get legalized (buy the stamp in advance as it is very difficult get one near by). You have to be there betwen 10.30 am and 1.00 pm
At the department you have to tell the person that you want to get your documents attested. Make sure that you tell them ATTESTATION WITH VERIFICATION (other wise they will just attest with a a seal that there is no validity for the content of the certificate).
Now you have to write an application and affix the court fee stamp on it. The application format is as follows.

Please make sure not to hand over the Originals to the office. ( it is a govt. office and there is no responsibility for that if they misplace it). Now they will give you a File Number which you need to note down and to do a followup after 4 weeks. Now you can return and do the followup by calling at 0471-2517107 and telling the file number. ( in my case it took nearly 40 days). if they say the documents are ready on your followup, then you can go there again with the originals and submit for attestation. On submission they will say that it will be ready by arount 3.30 pm, but most of the time it will be ready by 1.30pm ( i submitted by 11.00 am and collected by 1.40 pm), if it is attested you can collect the attested original and return.
Now the second step starts, you have to get these certificates attested by Ministry of External Affairs ( MEA ), New Delhi. Earlier you need to travel to Delhi for this, but from Aug, 2008 onwards it can be done at Chennai. this will be done on the same day itself . Make sure to reach the MEA office by at least 11.30 am ( i travelled from here on Chennai mail, reached Chennai Central by arount 7 am, took a room near the station to get fresh, went to MEA office by 9.00am, reached MEA office by 10.00 am, returned to room by 01.00 pm, did some dress shopping, and returned home by 8.00 pm TVM Mail. Just 1 day business). The time required at the MEA office will be less if you go prepared with the below listed documents. By reaching there only i know about the passport and DD. There is a bank in the same bldg. so you can get the DD from there but for the passport copy no xerox center near by.
To do this attestation you have to go to

to reach there you can either use bus or auto. By bus the charge will be Rs.5/- and for auto maximum Rs.60/- from chennai central ( for reaching there i used auto and bus no 17D for return).

04. Copy of your Passport’s first & last page ( if you have certificates other than yours for (eg. you kids birth certificate) then their passport copy also required).
05. (This required only if you requrie a sticker on the document ) Rs.50/- Demand Draft for each certificate. The DD has to be taken in favor of PAO MEA, New Delhi.
Now wait there for hardly 1 hour, they will return original certificate with attestation. Now the Certificate with you is attested by Govt of India.
Now the work is finished and you can return Home.
This may look like a tedious process, but i will say that it takes some time with the Kerala Govt. Home dept as they need to verify the document. so instead of waiting for the last minute work, do this in advance if you think there will be a chance for you to travel abroad.

Attestation of certificates For Overseas in Chennai
Dear All,
Here I have tried to put into words the complete process that is required to get your certificates attested in Chennai, this is my very personal experience. Hope this is useful for all.

As part of the current ruling by the Ministry of External Affairs and HRD, it is mandatory for the candidates seeking employment in UAE to have their certificates attested by the Departments.
First Step:
All these attestions will be done only if you have a valid employment offer letter from the country.
Upon receipt of the same, have 2 sets of photocopies of all the certificates that needs to be attested.
The first level attestion happens at the Secretariat in Chennai, you will have a go to Dept of Public (Foreigners), this is next to the Vegetarian Hotel inside the Secretariat.
Please fill up a form, 1 form for 1 certificate and affixed with Judicial Stamp, this can be bought from the shop near the Post Office. (All inside the Secretariat)
The original certificate along with 1 copy has to be given to the Under Secretary, who would inturn accept the same and give you a Reference Number, do not ever forget this number, all the certificates would be issued using this reference number.
Any certificates that needs to be attested by Madras University, please do take time to go to the University from the third day onwards to ensure the faster processing of the attesting, because the offical confirmation has to go from the University to the Department.
On the third day morning, do proceed to the Dept and check for the Despatch Note Book on which the reference numbers would be marked which confirms that the certificates have to despatched to the respective places. Give one day for the certificates to reach the University, please do ensure to meet one of the peons and give some tips to ensure that your certificates gets processed at the earliest. Please do ensure that you do this follow up until you are confirmed that the documents have been despatched to the Department. Be prepared to spend about Rs.1000 as tips and you need to give a DD to the University, please check the rate at the office.
If your other certificates are from Autonomous Institutes, these certificates will be send to the Commissioners Office in Egmore for Verifications.
Here it is very disciplined and very clear process. The visitors time is from 2.00 pm to 4.00pm only. Take a pass from the entrance by informing them that you want to go to IS. This is a very new cell. Kindly go there only during this said time and they will confirm the date that your certificate would be despatched back to the Department and they will stick to that time line. This is the first time I met a set of true professional police officers, and they do not expect anything in return.
Please understand that time is of essence here, unless you follow up regularly these attestions will be take its sweet time, these employees in the Department are not bothered about you. The reasons for the follow is also that these employees will not at later point say that your documents are missing which is a regular thing in this department. They will talk about time and they are not bothered about your time but their time. Exactly at 5.30pm they will pack their bags. Couple of guys will be there so keep requesting them and if you have patience you would get the certificates after 6.30pm.
Once this attestion is over, the rest is all easy in Chennai. The next day take another set of copies along with the originals and go to the Minisry of External Affairs in the 7th Floor of DPI building in Nungumbakkam by around 9.00am and generally the staff here is very friendly and helpful and if the Officer is available you would be able to get the attested certificate back by 12.00 noon. You would be required to fill a form and give them the copies.
Once this is completed there are sufficient agents who can help you with the attestions at the Ministry of HRD and UAE consulate in Delhi.
Hope I have thrown some light into this process which people can use for their attestions.
